ICEA Convenes 2nd India Fabless Semiconductor Design Acceleration Workshop at IIT Delhi

New Delhi | July 31, 2026: India Cellular & Electronics Association (ICEA), in collaboration with FITT, IIT Delhi, today organised the 2nd India Fabless Semiconductor Design Acceleration Workshop at IIT Delhi, bringing together senior leaders from government, industry, academia, venture capital, startups and the research ecosystem to accelerate India’s transition into a global semiconductor product nation.

The workshop builds on the momentum created by Semicon 2.0, the Government of India’s landmark programme to strengthen the country’s semiconductor ecosystem across design, R&D, manufacturing, capital equipment, supply chains, skills and intellectual property. The discussions focused on translating India’s globally recognised semiconductor design talent into indigenous products, globally competitive IP and world-class fabless semiconductor companies.

The Leadership Roundtable featured Shri S. Krishnan, Secretary, Ministry of Electronics & Information Technology (MeitY); Shri Amitesh Kumar Sinha, CEO, India Semiconductor Mission (ISM) Dr. Sandeep Kumar, Chairman Semiconductor Design leadership forum ICEA, Shri Pankaj Mohindroo, Chairman, India Cellular & Electronics Association (ICEA); Director of IIT Gandhinagar, IIT Bombay, IIT Delhi, IIT BHU, IIT Indore,,  and more than 100 companies from industry, academia, startups and the investment community.

The workshop deliberated on building indigenous semiconductor products for high-growth sectors including mobile phones & wearables, consumer electronics & televisions, air conditioners & home appliances, IT hardware & data centres, automotive & electric vehicles, telecom & networking equipment, industrial electronics & automation, medical electronics, strategic & defence electronics, and power electronics. Discussions also focused on developing critical semiconductor products such as application processors, power management ICs (PMICs), automotive MCUs, display driver ICs, networking processors, battery management ICs and power semiconductors, alongside semiconductor IP creation, silicon validation infrastructure, startup enablement, commercialization, capital access and global market development.

Shri S. Krishnan, Secretary, MeitY, said:

“India has built a strong foundation for semiconductor design through ISM 1.0 by expanding access to EDA tools across more than 340 institutions, supporting startups, and creating a vibrant innovation ecosystem. With Semicon 2.0, our focus is to help Indian companies scale, strengthen indigenous intellectual property, attract greater private investment, and, most importantly, transform world-class chip design into globally competitive products. The Government is committed to building the enabling ecosystem, expanding access to cutting-edge design infrastructure, strengthening indigenous IP, and creating the right conditions for industry and academia to drive innovation. Together, we must ensure that India’s semiconductor capabilities translate into products designed, owned, and commercialised from India, positioning the country as a leading global semiconductor product nation.” 

Shri Amitesh Kumar Sinha, CEO, India Semiconductor Mission (ISM), said:

Semicon 2.0 marks the next phase of India’s semiconductor journey by creating a more inclusive and innovation-driven ecosystem. The expanded framework will enable startups, established companies, overseas collaborators, and investors to participate in building India’s semiconductor capabilities. By strengthening long-term financing, fostering indigenous IP, improving market access, and supporting the transition from chip design to commercial products, we are laying the foundation for globally competitive Indian semiconductor companies. Our objective is to build a sustainable ecosystem where innovation, product development, manufacturing, and market adoption reinforce one another, positioning India as a trusted hub for semiconductor design and product innovation.” 

Shri Pankaj Mohindroo, Chairman, ICEA, said:

“India has taken the first steps towards building its semiconductor ecosystem. The next phase must focus on creating Indian-owned semiconductor products, IP and globally competitive technology companies. As India’s electronics manufacturing ecosystem expands rapidly, semiconductor development must be driven by the needs of sectors such as mobile phones, consumer electronics, automotive, IT hardware, telecom, industrial electronics and power electronics. Developing critical semiconductor products—including application processors, power management ICs, automotive MCUs, networking processors and power semiconductors—will be essential to increase domestic value addition, reduce import dependence and build globally competitive Indian technology companies.”

Dr. Sandeep Kumar, Chairman Semiconductor Design Leadership Forum ICEA said:

The next wave of India’s semiconductor growth lies in differentiated fabless chips for mobility, connectivity, and AI. At L&T Semiconductor Technologies, we are committed to turning India’s design talent into globally competitive products and IP, working with partners across industry, startups, academia, and government to build a trusted semiconductor product nation.” 

The recommendations emerging from the workshop will contribute towards a National Semiconductor Product Roadmap, identifying priority semiconductor products, sector-wise opportunities and actionable implementation pathways to build globally competitive Indian fabless semiconductor companies and advance India’s vision of becoming a trusted global semiconductor product nation.
